You are right that the fact that they were idle much of the time is irrelevant. The relevant factor would be what he signed in regards to any 'acceptable use' policies. If he did, I am completely in agreement that he should cover any reparation costs, namely what the institution had to pay above and beyond what it would have had to had Mr. McOwen -not- run the program. I suspect that even if Mr. McOwen had signed an acceptable use document, the actual cost difference (not the theoretical) would be negligible.
