At first they are likely to just ignore it, Intel and AMD aren't just going to start building copy protection into CPUs you know, it'll be business as usual. If the government trys to intervene, THEN the bill would be opposed, and likely struck down. Or the big companys would just move their headquarters to the UK where they don't have to put up with this crap.
What the bill says we won't import non copyprotected products? Yeah we can just do without CPUs and operating systems then...
